Scroll all the way down to the bottom then you will find “Wi-Fi Assist” switch is on by default. 
*This feature lets your iPhone use your mobile data when Wi-Fi connectivity is poor and this could cost excessive mobile data charges from your carrier.

Tap the switch to turn it off
